The tree, part of Meiji Shrine which borders the station, fell over mid afternoon and caused an immediate suspension of Tokyo's JR Yamanote Line, the major commuter that encircles the the city. Delays remained in place well into rush hour, much to the frustration of commuters already squeezed by other above ground commuter lines being halted. This typhoon, the ninth of this season, hit greater Tokyo and the outlying Kanto Plain area with the eye making landfall in neighboring Chiba Prefecture at around 12:30 p.m. Packing sustained winds of 126 kph (78 mph) and gusts as high as 180 kph (112 mph), Mindulle was the equivalent of a category 1 hurricane.
